RFID Standards and Radio Regulations

The main objectives of this report are the collection and analysis of all kinds of RFID concerning standards. This especially includes:

  • RFID frequencies and radio regulations,
  • RFID communication standards,
  • RFID data standards,
  • RFID network standards,
  • RFID standards concerning security and privacy and
  • RFID application standards.

The analysis of these standards was done with respect to overlaps, inconsistencies, sector specific standards and gaps within standards. After the analysis of different standards recommendations for European RFID standardisation activities were developed.

Definition: Standardisation
In the context of technologies and industries, standardisation means a process of establishing a technical standard among competing entities in a market, where this will bring benefits without hurting competition. A standard is a rule or method that describes framework requirements, like the use of specific system components and protocols.

Categories and Types of Standards
RFID Standards can be analysed in categories and types . Categories and types are not the same. While categories are pointing to the subject of content, types are only pointing to the formal character of a standard.

Recommendations
During the progress of the project several recommendations were developed. The most important recommendations are listed below:

  • Create fewer but more broadly accepted standards
  • Support basic standards like frequency allocations, air interface protocols and tag data specifications
  • Create a Community Patent, Royalty free standards and Patent Pools
  • Ensuring an appropriate radio spectrum framework
  • Provide additional UHF spectrum
  • Eliminate the necessity for listen-before-talk
  • Fostering the development of interoperable standards
  • Ensure data interoperability between different code issuing agencies
  • Synergies between “Internet of Things” and RFID emergence
  • Develop International Application Standards

A detailed explanation of all developed recommendations can be found here.
